District of Innovation

  • The 84th Texas Legislature approved a concept known as District of Innovation (DOI) which allows traditional independent school districts most of the flexibilities available to open enrollment charter schools, including exemption from certain requirements mandated in the Texas Education Code.

    In 2016, District administrators assembled a committee composed of teachers, parents, local business and community members, and representatives from local civic organizations and educational institutions to develop Keller ISD's Local Innovation Plan. KISD's Board of Trustees approved this original plan in February 2017, and adopted amendments to the plan in February 2018.

    Districts of Innovation must renew their DOI designation every five years, and in October 2021, Keller ISD reconvened its committee to explore continuing with the current exemptions or making any changes or additions. This proposed renewal plan was posted for consideration in Novembver 2021, and was approved by the KISD Board of Trustees on December 13, 2021.
